Thus more than two hundred years passed...
Alas, their descendants were stubborn and foolish. They did not devote themselves to guarding their states, changing their hearts, and repenting to atone for former crimes. Wolf and jackal by nature, they did evil in one region. Wickedness gave birth to harm, and the calamity reached far. When our dynasty heard of it, none did not sigh in pain and hatred. Remembering old friendship, we hoped they would respect themselves. Yet they grew worse, failing to take warning from the false emperor's old evils. Willingly fallen, never thinking to examine themselves. Lacking integrity and righteousness, forgetting Ancestor Feng's old grace. Proud and arrogant, refusing to accept Suyo's tribute. Tyrannical and without the Way, stubborn in evil without repentance, they became today's evil of the Star Barbarians and harm of the Snow Captives. The magnitude of their evil cannot be separated by ten thousand li of passes and mountains. The depth of their harm cannot be contained even by high heaven and broad sea...
Suyo is orthodox, common master beneath heaven. The divine instrument is rightly placed, and the four barbarian quarters submit. Its might reaches overseas, and ten thousand states come to court. It rules the Central Plain to herd all beneath heaven, resides in Taixuan to command the many lands.
There is now the ruler of Great Han, Kahan-Dile. His ancestor was named Ama, who righteously followed Ancestor Feng in attacking the violent emperor, served at his side, loyal and unwavering, before and after the saddle and horse, with no small merit. Ancestor Feng therefore permitted him to establish a state, graciously exempted him from ministerial tribute, and did not list him among vassals. This has been passed down for a hundred years.
Now the fifth-generation grandson of Ama Khan is on the throne. Dwelling in poor and remote lands, himself among barbarians, not knowing royal might, he has repeatedly made small offenses. Our dynasty is broad and magnanimous and does not cling to minor faults. If the royal army grew angry, even those far away would be punished; a million heroic soldiers would march, and thieves would be ground to powder. What fortune could that court and those people have? Yet since I ascended the utmost, my nature has been gentle and my state policy conciliatory, warming and nurturing all beneath heaven. Remembering that Han's border offenses truly came from hardship, pitying that its people were innocent and unbearable to plunge into misery, understanding that Kahan-Dile was childish and ignorant, I therefore concealed my light, bided my time, and did not act. I especially bestowed money and silk to save them from difficulty, set aside investigation of their errors, repaid grievance with virtue, and moved their hearts with gratitude.
All within Han bathed in grace and received gifts. Remembering Ancestor Feng's old affairs, they suddenly awakened, stopped their armies, sought peace, repented crimes, reflected on mistakes, and painfully changed their former wrongs. Their rites were extremely respectful, their ceremonies especially reverent. They accepted our royal transformation, admired our civilization, turned their hearts truly toward us, loyal, straightforward, and upright. How could I be stingy? Each year I bestowed ten thousand gold, generously granted territory, and gave countless bolts of cloth, grain, and horses, using the feeling of a ruler and father licking and feeding his young to answer Han's infant-like admiration and longing, pledging a land forever solid and a state of alliance, displaying the virtue of the common master beneath heaven in ruling the age.
Now Han's envoys have been humiliated by the Star Barbarians and Snow Captives, insulted by distant westerners across the sea. The Kahan is angry and hateful, ill day and night. His people are indignant and afraid, unable to live in peace. National disgrace and family shame cannot share the same sky. When I heard of this with my ministers, it was as though my own hands and feet were hacked, my body bearing the pain. Ten fingers connect to the heart, and tears wet my robe. Han is trapped in difficulties inside and out, seeking troops and horses from Taixuan. That court's Kahan is near death, begging the royal army to leave the sacred capital.
Though I am unworthy, I have not forgotten Ancestor Feng's teachings. To uphold justice and guard the Way, I do not decline great responsibility. To support the endangered and rescue the distressed, how could I hesitate? To punish traitors and remove tyrants, who but I? Since this is to seek justice for brothers, how could I cherish my own life and body? Thus I send righteous men, gather the loyal and good, assemble the royal army, grasp the Great Way, and aid our hands and feet.
Opening the eyes of all beneath heaven, what firmness cannot be destroyed? Using the kingly way to strike thieves, what merit cannot be achieved? Gathering ten thousand people to punish captives, what matter cannot be accomplished? Crossing mountains and seas, pacifying and destroying the extreme evil of the Star Barbarians and the ultimate barbarity of the Snow Captives, cutting through thorns and brambles, removing all foul blood and barbarian poison left by the false emperor. Purifying heaven and earth with the righteous Way, returning peace to the universe. Heaven's mandate is with us. Those without the Way must be punished!
This proclamation is issued to Suyo's fourteen provinces and all barbarian vassals, so that all may know. All provincial military governors shall obey the royal command, halt private fighting, gather soldiers, and go together to the national war.
If any do not obey, Ancestor Feng's spirit shall witness it, and all beneath heaven shall strike them together!

Excerpted from Proclamation by Royal Command to Punish the Western Barbarian Captives, Calendar of Eradication, year 237.
Jingrun was the era name of King Xiao, Chen Pu, who reigned from Calendar of Eradication 205 to 238. The original proclamation was formerly held in the Suyo court and was lost in war.
The earliest surviving, best preserved, and least erroneous version is the handwritten copy of Sun Lian, style name Qingquan, who lived from Calendar of Eradication 191 to 244 and served as administrative aide in the field headquarters of the Jizhou Military Governor of the Suyo Dynasty.
It is now held in the Taixuan Hall of the Five Palaces People's Museum in the palace district of Saint Lin City. It was unearthed from Tomb Pit 12 of the Sun family tomb group in Jinting Township, Beihuai County, Jizhou Province.
